Senate staffer arrested on child pornography charges found dead

1-24-2014 Maryland:

The former chief of staff to Sen. Lamar Alexander (R-Tenn.) who was arrested on child pornography charges last month has been found dead in a suicide.

Jesse Ryan Loskarn, 35, hanged himself in his parents' house in Sykesville, Md., according to a spokesperson for Maryland's office of the chief medical examiner.

Authorities found Loskarn's body on Thursday after responding to a call at approximately 12 p.m., according to a statement from the Carroll County Sheriff's Department.

A preliminary investigation indicated that Loskarn had committed suicide, and the body was then transported to the State Medical Examiner’s Office for an autopsy.

Loskarn had been released into his parents’ custody in mid-December after being charged with possession and distribution of child pornography. Prosecutors had until Feb. 10 to formally indict Loskarn in the case.

At a hearing in December, Loskarn was confined to his parents’ home, where he was banned from using any electronic device that could allow him to access the Internet. Loskarn was ordered to be under high-intensity supervision during his release and was required to wear an electronic monitoring device.

Prosecutors had argued against Loskarn’s release, warning there was no way to ensure he did not have access to the Internet and that he was at risk of fleeing or harming himself.

Update: Man found dead in Chesapeake home after standoff

1-17-2014 Virginia:

Chesapeake, Va. - SWAT teams used an armored vehicle to get closer to a Shelview Circle home on Friday.

They tried for several hours to make contact with a man inside, but when they repeatedly got no response, they finally went inside just before 3 p.m. to find him dead.

“It’s definitely scary. Nobody wants to see this in their neighborhood. Nobody wants to see this anywhere,” commented a neighbor.

Police say they went to the home to execute a search warrant for child pornography around 9:30 this morning.

They say they heard what sounded like a gunshot as they approached the front door.

That’s when they decided to call in the swat team.

“What I know now is that this is stemming from an investigation that was initiated in November. Again, we don’t have any arrest warrants on file at this point. It’s just an investigation. We were going in for property,” says Kelly O’Sullivan with the Chesapeake Police Department.

Officers say they don’t know if the man found dead is the suspect in the child pornography case.

Forensics crews and detectives will now go inside the home to start their investigation. ..Source.. by NewsChannel3

GPD: Suspect in fatal stabbing commits suicide in Daytona Beach

1-14-2014 Florida:

A woman was stabbed to death in her car early Monday morning in a parking garage at North Florida Regional Medical Center.

Investigators say the assailant was her estranged husband, a registered sex offender, who later took his own life as police arrived at a location in Daytona Beach.

The woman has been identified as Casey Renee Wilsey, 37, of Bronson. GPD reported receiving a call at 8:58 a.m. in which the caller said a woman was dead in a vehicle parked on the third floor garage near the Women's Center entrance.

GPD officers responded and found Wilsey dead, apparently from a stab wound to her torso.

Based on information from family members, investigators determined the likely suspect was Wilsey's estranged husband, Walker Gage Wilsey Sr., 46. According to Levy County public records, Casey Wilsey had petitioned for an injunction against domestic violence in November and, in December, petitioned for a divorce.

Police said Casey Wilsey was not an employee of the hospital but she worked in the complex. It appears that Walker Wilsey waited for her to arrive at work, then attacked her in the parking garage while she was still inside of her vehicle, police said.

Investigators believe Walker Wilsey fled in a white F-350 diesel pickup truck with a camo-style bottom “wrap.”

GPD investigators asked multiple agencies, including Daytona Beach police, to check possible addresses for Walker Wilsey.

Kevin Scott Foley

October 2013:

Kevin Scott Foley passed from this life on Thursday, October 17th after blessing his family and wide circle of friends with love, unmatched humor and intelligence for 34 years. His free spirit and sense of humor was refreshing to all. He often planned reunions, even as recently as this summer while visiting the family he loved.

Uncle Kevin was the one children ran to because he would make them laugh. He loved music and sports and loyally followed the Houston Oilers, his beloved Baylor Bears, the Rockets and Texans. He found friends with church youth groups and with his work at several TV stations in Texas. He passion for helping people was evident with his work as a counselor. He was pursuing a master's degree in counseling at the time of his death. American Sex Offender: Documentary Trailer

Kevin Scott Foley worked in television as an on-air promotion producer and creative storyteller in visual media for 8 years out of college. He developed extensive skills in story creation and development, storyboarding, shooting, directing, editing, budgeting, scheduling, and overall project and crew management. He has wanted to produce a documentary film since he first picked up a camera, and this is his first film.

Kevin has been required to register as a “sex offender” since 2000 for having two consensual sexual liaisons with a 15-year-old female when he was 19. He successfully completed five years of “sex offender” probation in 2005, and is required to continue to appear on the public registry until 2015.

Through American Sex Offender (Facebook Page), Kevin wants to catalyze change in the system by making the multifaceted truth of this story known. More importantly, he wants to use his own journey from shame and self-doubt to personal power and self-acceptance to inspire anyone with a difficult past to believe in the possibility of change, recovery, and growth.
Synopsis: American Sex Offender is an ambitious, groundbreaking, and unprecedented feature-length documentary film that reveals the untold story of hundreds of thousands of America’s most shunned social outcasts: registered “sex offenders”. By creatively interweaving the human stories of real registrants, expert commentary on America’s unjust and inefficient laws, the filmmaker’s personal story, and shocking cases of punishments that don’t fit the crime; the film challenges the fairness and usefulness of the country’s contemporary sex offender laws and registration systems.

Story: Like lepers of biblical times and 'witches' of 17th century Salem, registered sex offenders are the most despised and shunned social outcasts in America today. The picture that the “sex offender” label paints in the mind of the average citizen, however, is often worlds apart from the reality of what the person has actually done. High-profile child murder tragedies and fear-based media sensationalism have led to undeserved stigma, unfairly cruel punishments, and even reactionary violence against people who never (a) touched or raped anyone, (b) posed any kind of threat to public safety, or (c) fit the typical characterization of a child predator, sociopathic deviant, or violent rapist.

American Sex Offender portrays multiple sides of the controversy through interviews with registered sex offenders and their families, victims of sexual abuse, probation officers, legal experts, politicians, activists, psychologists, human sexuality experts, and more. Proponents of the current system argue that it keeps families and children safe by informing the public about dangerous predators. Opponents argue that it fails to distinguish between those who pose an actual threat to society - and the majority who do not.

An autobiographical element is woven into the story by filmmaker Kevin Scott Foley, who is himself a registered “sex offender”. He presents the objective facts of his case, describes the setbacks the registry has caused in his personal life, and leaves it to the viewer to make their own conclusions about whether his punishment fit his crime.
